Re-purposing Steel Core Ammo

Ben posted a video on exploding bullets, now here in Commiefornia we can't have those BUT his post started to make me think about removing the core on those steels we can't use here and fulling it with some other material that would make them range legal. Steels are not usable on most ranges and BLM land here in CA because of the fire danger.

Any ideas?

Unfortunately, No. Not only does some of the surplus ammo have a steel core but nearly all of it has copper-washed steel-jacketed (bi-metal)bullets. As a fellow Commiefornian it appears that PPU, Winchester, Wolf Gold, and hand-loads are about our only choices for shooting on public lands. :crazy:

I beleive Chris already does this. You should check his website. Most of his ammo is modified surplus.
